Deputy Secretary General of Fiscal Policies, Ministry of Finance

Sven Kirsipuu serves as the Deputy Secretary General on Fiscal Policy at the Estonian Ministry of Finance. With more than 25 years of experience in public financial management, he leads key areas such as macro-fiscal policy analysis and forecasting, performance-based budgeting, and efficiency-driven processes like zero-based budgeting. His work focuses on maximizing public value by aligning strategic and financial management, developing digital infrastructure, and implementing enterprise architecture principles in the public sector. He is also a strong advocate of design thinking in the development of public services. In addition, Sven Kirsipuu holds several positions on the supervisory boards of various state-owned enterprises.
